Users can work from several devices without treating the licenses as a pool of simultaneous sessions. Remote Desktop Licensing Manager helps install and track access licenses, while the session-host configuration directs the deployment to its licensing server.

• Requires a separately licensed Windows Server environment and applicable base Windows Server CALs. Licensed per user, not per concurrent session. Installation requires a compatible Remote Desktop Licensing server and the correct licensing program.
• Check activation eligibility for your country before purchase. A GLOBAL label does not remove country or license restrictions.
• Per User licensing requires a domain-joined RDS deployment; it is not permitted for workgroup-only deployments. Install 2025 CALs on a Windows Server 2025 or later license server.

1. Sign in as an administrator to an activated Windows Server 2025 Remote Desktop Licensing server.
2. Open Remote Desktop Licensing Manager, right-click the server and select Install Licenses.
3. Select the licensing program stated on the purchase documentation and enter the delivered license code or agreement details.
4. Select Windows Server 2025, RDS Per User and quantity 50 where the wizard requests them; finish installation.
5. Configure the RDS deployment to use this server in Per User mode and verify the installed CAL count.
